 Our History

On April 25, 1951, at 7:30p.m., a special meeting was held at the Turlock Police Department. This meeting, presided over by Chief Oliver and attended by William Ladd (later a Turlock Police Chief), Harry Villinger, Eugene Kregness, Elton Francis, Lawrence Elliott and Norris Norem, together formed the Widows & Orphans Benefit Fund.

Through the 1950's and 1960's the Association held an annual Policeman's Ball, various dinners, and other functions to raise money for the benefit fund.

In 1965, Widows & Orphans incorporated through the State of California into a non-profit organization known as the Turlock Police Association / Widows & Orphans. In August of 2011, the organization was granted 501c3 status under the Internal Revenue Code.
